Community solar is a shared solar farm, built on a field or a large rooftop somewhere in your area, that generates electricity for a whole neighborhood. Instead of putting panels on your own roof, you subscribe to a share of that farm's output.

Maryland lets a household confirm its own income for community solar. You state on the agreement that you are under the limit, and that is the whole of it. No pay stubs, no tax return, no benefits letter, no photographs of documents.

It is a legal statement, so answer it honestly. But there is nothing to go and find first, and nothing that holds your enrollment up while you look.

  • No landlord. If the bill is in your name, the decision is yours.

Do you qualify for the 63%?

Maryland sets the limit at 80% of the state median income, by household size. Count everyone who lives with you.

Or skip the income test entirely. If anyone in your household is on Medicaid, SNAP, LIHEAP or OHEP, SSI, TANF, WIC, Section 8, or free and reduced price school meals, you qualify on that alone, whatever the income figure says.

Over the limit and not on a program? You still take the 10%, on the same terms, with the same absence of paperwork.

How can it be 63% with no proof?
Because Maryland decided that asking low and moderate income households to produce paperwork was keeping them out of a program built for them. The state allows self-attestation instead: you confirm on the agreement that you are under the limit. It is a legal statement and it can be checked later, so answer it honestly. But the deeper discount is not held back while anyone reviews a file.
What exactly is the 63% off?
The solar credits that land on your bill. A solar farm elsewhere in Maryland produces power, your share of it is credited to your account, and you pay for those credits at a discount. The difference between the credit and what you pay for it is what you keep. The discount rate is fixed by your agreement, so the percentage does not move.
Do I have to own my home?
No. Nothing attaches to the building, so renters join on exactly the same terms as homeowners. The only requirement is that the Delmarva Power account is in your name. Your landlord is not involved and does not need to agree to anything.
Does my power get less reliable?
No. Delmarva Power still delivers your electricity, still reads your meter, and still restores your power after a storm. You are not switching to a third party supplier. The only thing that changes is a line on the bill.
What does it cost to join?
Nothing. No signup fee, no deposit, nothing to buy, and no credit check. After you join, your bill is lower than it would have been.
Is the credit the same every month?
No, and anyone who tells you otherwise is overselling it. A solar farm produces more in July than in January, so the credit rises and falls with it. The discount percentage is fixed; the size of the credit it applies to is not. Across a year it comes out ahead, and we would rather say that now than have you wonder in February.
What if I move?
Move within Delmarva Power territory and the subscription follows you to the new address. Move outside it, or simply decide to stop, and you give notice and it ends. There is no exit fee and no long lock-in.
Is this a government program?
Community solar is a Maryland program, regulated by the Public Service Commission, but we are not the government and we will never say we are. Our Power Co. is licensed by the Commission to enroll households, and our licence number is at the bottom of this page.

Savings are a fixed percentage discount on the value of the solar credits applied to your Delmarva Power bill, set by your subscription agreement. The size of those credits varies month to month with what the solar farm produces, so the dollar amount varies with it. Availability depends on your utility territory and on how much room a nearby farm has left.

Income-qualified enrollment in Maryland is by self-attestation on the subscription agreement. No supporting documents are required to enroll. The statement you sign may be verified.
