Community solar is a shared solar farm, built on a field or a large rooftop somewhere in your area, that generates electricity for a whole neighborhood. Instead of putting panels on your own roof, you subscribe to a share of that farm's output.
The farm sends its power to the grid. Delmarva Power puts a credit on your bill every month, and your bill comes down. The farm serving Kent County is still being built, so the section below says exactly when those credits start.

Two companies keep the lights on in Kent County. Delmarva Power serves the towns. Choptank Electric serves much of the countryside between them. This farm is open to Delmarva Power customers, so the name at the top of your bill is the whole test. If it says Delmarva Power, you are in the right place. If it says Choptank, say so on the first screen and we will put you on the list for a farm that can take you.

You are reserving a share. The credits start in 2027.
The farm that carries the 64% is being built on Snow Hill Road. It is expected to start producing in June 2027, and no credit can appear on anybody’s bill until it does. We would rather you heard that from us now than found it out later.
What signing up today actually does is hold your place in the queue. A farm has a fixed size, income-qualified spots are the first to go, and the households who signed up early are the households who get them.

June 2027 is the date the builder is working to. If it moves, it moves for everyone, and we will say so rather than let you wonder.
Nothing to prove about your income.
Maryland lets a household confirm its own income for community solar. You state on the agreement that you are under the limit, and that is the whole of it. No pay stubs, no tax return, no benefits letter, no photographs of documents.
It is a legal statement, so answer it honestly. But there is nothing to go and find first, and nothing that holds your enrollment up while you look.
We do ask for one thing: a photo of your Delmarva Power bill. That is where your account number and your usage come from, and it is the only piece of paper involved. It has nothing to do with your income.
- No income verification. You confirm it on the agreement itself.
- No credit check. Your credit is never pulled or scored.
- No landlord. If the bill is in your name, the decision is yours.
- No cost to join, and you can cancel anytime with notice.
The only thing we need from you is a recent Delmarva Power bill, so the subscription is sized to what you actually use. A photo on your phone is enough.
Do you qualify for the 64%?
Maryland sets the limit at 80% of the state median income, by household size. Count everyone who lives with you.

Or skip the income test entirely. If anyone in your household is on Medicaid, SNAP, LIHEAP or OHEP, SSI, TANF, WIC, Section 8, or free and reduced price school meals, you qualify on that alone, whatever the income figure says.
Over the limit and not on a program? You still take the 10%, on the same terms, with the same absence of paperwork.

Savings are a fixed percentage discount on the value of the solar credits applied to your Delmarva Power bill, set by your subscription agreement. The size of those credits varies month to month with what the solar farm produces, so the dollar amount varies with it. Availability depends on your utility territory and on how much room a nearby farm has left.
Income-qualified enrollment in Maryland is by self-attestation on the subscription agreement. No supporting documents are required to enroll. The statement you sign may be verified.
