If you rent, or your roof is shaded or needs work, community solar is the other way in: credits from a solar farm land on the bill you already pay. In Delaware, income-qualified Delmarva Power households pay nothing for the credits. In Maryland, Delmarva households save 10%, up to 54% if income-qualified.
For Delmarva Power homes in Delaware and on Maryland’s Eastern Shore and in Cecil County, and for Maryland homes on BGE, Pepco and Potomac Edison, and Pepco in D.C. Nothing to install, no upfront cost.
Does your roof work for solar?
Delaware · Delmarva Power
If your household is income-qualified, we add our solar credits to the Delmarva Power bill you already get and charge you nothing for them. They cover about 99% of the electricity you use.
What they cannot touch is Delmarva’s flat connection fee, about $16 a month. It is charged for having an account, not for the electricity you use, so it stays on the bill.
Delaware is income-qualified only right now. The line is 200% of the Federal Poverty Guidelines or 60% of the state median income, whichever is higher. You confirm your income on the agreement itself. Over the line? Tell us anyway and we will put you on the waiting list.
This is Delaware’s Community Energy Facilities Program, regulated by the Delaware Public Service Commission.
Maryland · Delmarva Power
On Maryland’s Eastern Shore and in Cecil County, every Delmarva Power household can lower the bill, whatever it earns.
off the solar credits on your bill, for every Delmarva Power household in Maryland
off the credits if your household is income-qualified
Income-qualified means under the income limit for your household size, or on a program like SNAP, Medicaid or energy assistance. Maryland lets you confirm it yourself on the agreement, so there are no documents to send.
Everywhere else we serve
Each utility runs its own program, so what you save depends on who sends your bill.
Through our partner, Think Energy.
Pepco asks for one document to confirm the 25%.

The first question shows what applies at your address.
In Virginia or Pennsylvania? Community solar is not something we can offer there yet. Not sure which utility you have? The first question in the form will tell you.
What you do
Your utility, and whether your household is income-qualified. You see what applies to you before we ask for your name.
Your agreement opens right here, in plain words first. No paperwork in the mail.
We read your account number and your usage off the photo, so there is nothing for you to type out.
You stay with your utility exactly as you are. Same bill, same account, same people you call when the power goes out. Renters qualify, because this runs off your electric account and not your roof.

New Earth Solar is a renewable energy consulting company in Newark, Delaware. It helps homeowners with custom whole-home solar and battery backup, EV chargers, financing, and the incentives and tax credits that come with them.
Davis Pfund, a co-founder, became a BPI Certified Building Analyst Professional in 2017. He grew up working in his family’s energy efficiency business, Zerodraft Maryland, which partnered with utilities across the mid-Atlantic.
Rooftop solar is not for every home. For the clients who rent, or whose roof is shaded or needs work, Davis is sharing this program. JoinCommunity.Solar runs it, so you have one place to ask, and you do not need to buy anything from New Earth Solar to join.
“Reclaim your power. Own your energy.”
New Earth Solar (New Earth Solar L.L.C.) is sharing this community solar program with its clients. The program is offered by JoinCommunity.Solar (Our Power Co.), not by New Earth Solar. New Earth Solar is not the subscriber organization for your community solar subscription. This is not a rooftop solar product, and enrolling does not require buying or leasing anything from New Earth Solar. New Earth Solar may receive a referral fee when you enroll through this page.
Savings are a percentage of the value of the solar credits you receive and vary by household, utility and farm. Delaware: income-qualified Delmarva Power households pay nothing for the solar credits, which cover about 99% of the electricity used; Delmarva’s flat connection fee is not usage based and remains on the bill. Delaware is income-qualified only at this time. Community solar is offered subject to program availability and utility eligibility, and not every address can be served. Income-qualified pricing depends on the program your household takes part in, and Pepco requires a document confirming it. Virginia and Pennsylvania are not available.
